Human Remains Detection Dog International (HRDD International) is a leading organization dedicated to the training and certification of human remains detection dog teams in the civilian sector. The organization’s goal is to establish and continuously develop consistent, high-quality standards. Through close cooperation with experts from various disciplines, all training programs are based on current scientific knowledge and proven practical experience.

The mission of HRDD International is to ensure effective preparation and reliable certification of dogs and handlers for real-world deployments. In doing so, the organization makes an important contribution to supporting disaster response and missing persons operations worldwide.

Civilian-trained human remains detection dogs are primarily deployed in disaster response, accident scenarios, and missing person cases when it is assumed that the individual is deceased. Operations within forensic or criminal investigations are carried out exclusively upon direct request and authorization by the responsible authorities. In the event that human remains are discovered, law enforcement must be notified immediately.

Human Remains Detection Dog INTERNATIONAL

Human remains detection dogs make an indispensable contribution to the search for missing persons who are presumed deceased, as well as in accident and disaster response operations. Thanks to their exceptional olfactory abilities, they are capable of locating human remains even after long periods of time and under the most challenging environmental conditions. Their work provides crucial leads and helps bring clarity to complex and often emotionally demanding situations. In doing so, not only efficiency but also diligence, responsibility, and sensitivity are of paramount importance.

HRDD International places the highest value on thorough, practice-oriented training for human remains detection dogs and their handlers. The training programs are comprehensive and specifically designed to prepare teams for real operational conditions. All training methods are regularly reviewed and continuously refined to reflect current scientific knowledge and the practical demands of modern deployments.

HRDD-certified human remains detection dog teams stand for professionalism, reliability, and ethical conduct. They possess intensive training and extensive operational experience, work in accordance with the highest ethical standards, and utilize modern technologies and up-to-date equipment to carry out their work effectively and responsibly. Their primary objective is always to locate missing persons and provide certainty to families, authorities, and involved institutions.

The importance of professionally trained human remains detection dog teams will continue to grow in the future. With the increasing complexity of missing persons cases and rising demands on search and rescue operations, highly qualified teams are essential. HRDD International is therefore actively committed to the continued development of human remains detection, promotes innovative training approaches, supports international exchange, and advocates for the recognition of this specialized field of work.

Areas of deployment include, among others:

The professional search for missing persons presumed deceased in the context of accidents and disasters

Civil, humanitarian search operations without a forensic mandate

Support and consultation regarding legal frameworks, particularly in operations that may only be conducted by order of the competent law enforcement authorities

Our principle:
Civilian-trained human remains detection dogs are primarily deployed in disasters, accidents, and missing persons cases when it is assumed that the person sought is deceased. Operations within a forensic or criminal investigation context are not part of civilian human remains detection and may only be conducted upon direct order of law enforcement authorities. When human remains are located, the police must be notified immediately without exception.

Human Remains Detection Dog International (HRDD International) establishes international minimum standards for the training, certification, and deployment of civilian human remains detection dog teams. All member organizations commit themselves to complying with these standards and guidelines. In addition, HRDD International coordinates the international exchange of knowledge and experience to ensure continuous development and the consistent application of best practices.

HRDD International is recognized as a non-profit organization (Tax Office Coburg, tax number: 212/109/10309) and stands for quality, responsibility, and international cooperation in the field of civilian human remains detection.

Ethical Principles

Behind every mission lie human lives and stories. A person goes missing—the uncertainty gnaws at everyone involved and leaves deep emotional traces. Families are driven by fear and concern for their missing loved ones. Often, the victims are found deceased. Relatives, volunteers, and the personnel of police and rescue services—all of them face the same question: “Did we do everything we could?”

Respect for the victims and their families prohibits using missions for advertising or public relations purposes. Families are already aware of what these dogs are capable of. The opportunity to help is motivation enough. Public representation at the expense of those seeking help is strictly forbidden. Such practices contradict the ethical principles of Human Remains Detection Dog INTERNATIONAL.

International Cooperation for a Better Future

Our NGO thrives on diversity and international exchange. Currently, volunteers from Germany, Austria, Canada, Hungary, Scotland, the Philippines, the Netherlands, Croatia, and Greece are actively involved in our work. This international composition strengthens our organization and enables us to address challenges from different perspectives.

All contributors support our NGO voluntarily and without compensation. Through their personal commitment, professional expertise, and dedication, they make a valuable contribution to our charitable goals. This volunteer engagement forms the foundation of our work and is a powerful expression of lived solidarity—across cultural and geographical borders.

Together, we are committed to creating sustainable and positive change.

Human Remains Detection Dogs in Action:

Importance, Challenges, and Psychological Impact in Missing Persons Searches
Why Time, Versatility, and Empathy Are Crucial in the Search for Missing Persons

The Importance of Rapid Alerting
When searching for missing persons, every minute counts. Yet rescue dog units are often alerted only after several days. In such cases, the chances of survival—especially under adverse weather conditions or low temperatures—have already dropped dramatically after just a few hours. Rapid alerting and the early deployment of specialized search teams can make a decisive difference. However, only very few rescue dog units are equipped with human remains detection dogs.

The Role of Search Dogs in Human Remains Detection
Thanks to their exceptional sense of smell, dogs are able to locate not only living persons but also deceased individuals. This capability becomes especially important when, after several days, the likelihood of finding someone alive is extremely low. Human remains detection is therefore an essential task of our member organizations (search and rescue dog units), for example following suicides or disasters. Searches related to violent crimes fall under police responsibility and can only be supported by us upon official request.
Recovering deceased persons is not only important for humanitarian reasons, but also of great significance for both the relatives and the emergency responders involved.

Psychological Impact on Relatives
When a missing person is not found, the psychological consequences for their relatives can be severe. The grieving process is significantly hindered as long as there is no certainty about the person’s fate. Constant hope, agonizing uncertainty, and feelings of helplessness often accompany those affected for many years. Only finding the missing person—even if it is a fatal outcome—allows relatives to say goodbye and begin the process of mourning.
